TOWARD ACTION WITH RESPECT TO THE LIMITATIONS AND EXCEPTIONS REGIME

At WIPO SCCR 37, a group of regional experts, beneficiaries, and practitioners affected by copyright limitations and exceptions will join representatives of government delegations to discuss “how best to ensure that the activities of the next year can deliver on the objective of the action plans and the 2012 mandate of the WIPO Assemblies.” The seminar will feature delegates from regions hosting regional seminars sponsored by SCCR in 2019.

The workshop will be hosted by American University Program on Information Justice and Intellectual Property, Center for Internet and Society, Communia, Education International (EI), Electronic Information for Libraries (EIFL), International Federation of Library Associations and Institutions (IFLA), Innovarte. The workshop will open to WIPO Delegates, SCCR Secretariat and Chair, Accredited NGOs.

The 2012 Mandate of the WIPO Assemblies instructed the Standing Committee on Copyright and Related Rights (SCCR) to “continue discussion to work towards an appropriate international legal instrument or instruments (whether model law, joint recommendation, treaty and/or other forms)” for libraries, archives, museums, and for education and research. WO/GA/41/14

In June 2018, member states adopted SCCR/36/7 ‘Action Plans on Limitations and Exceptions Through SCCR/39 (2nd Meeting in 2019)’. An important element of the action plans is to conduct regional seminars to analyze the situation of libraries, archives and museums, as well as for education and research, and to identify “areas for action with respect to the limitations and exceptions regime.”
